Tavoitteet

Learning objectives
The course addresses broadly the field of Public International Law. It is aimed to offer a general picture of the system of Public International Law and the influence thereon by international politics. Upon completing this module, the student should be able to
- explain the general system of Public International Law
- describe the sources of Public International Law
- identify subjects of Public International Law, as well as their authorities and responsibilities
- discuss the role and duties of the UN- analyze the role of human rights
- assess the international regulation of use of force
- tell about specific branches of Public International Law.

Toteutustavat

A) Lectures and/or seminar

B) Written examination on Klabbers Jan, International Law (3rd ed., Cambridge 2021), Parts I-II (pp. 1-320). The written examination is available as an e-exam in the electrical exam service (called EXAM).

Suoritustavat

You can get credits for the module from:

A) 1-3 ECTS: lectures and/or seminar
B) 3 ECTS: (electronic) literature exam

You can choose either part A and/or part B.

Sisältö

The normative nature and substantive contents of international law: its sources and subjects, state jurisdiction and responsibility, protection of human rights, protection of the environment, organisation and functions of the United Nations, peaceful settlement of disputes, linkage between international law and international politics.

Lecture test 1: Wed 9.11. 12-13, LS2 (NB. No registration needed for Lecture test 1).
Lecture test 2: Thu 17.11. 9-10 (This test will be organized by the Faculty of Law alongside with other examinations. NB. In order to take Lecture test 2, you need to register for it by sending an email to lotta.viikari (at) ulapland.fi on November 14th at latest. Information about the place of the lecture test will be provided to those who have registered for it.)

You can take either lecture test 1 or lecture test 2 or retake your lecture test 1 by taking also lecture test 2. (NB. For lecture test 2, you need to register by 14.11.) However, it is recommended that you take the first lecture test as the grading of the second one can take much longer (because the teacher will then be back to Hungary).

THE LEGAL STATUS AND RESPONSIBILITY OF INTERNATIONAL ORGANIZATIONS - WITH SPECIAL REGARD TO UNITED NATIONS PEACE OPERATIONS: lectures 1 ECTS

The course consists of lectures (8h) and independent studies prior to the lectures. (you will find more information in the Moodle workspace "Public International Law Courses in English). The themes covered in the lectures are:

1) Legal Status of International Organizations (2h - Monday)
2) Responsibility of International Organizations (2h - Monday)
3) Humanitarian Action and Peace Operations (2h - Tuesday)
4) Responsibility for Peace Operations and the Current Challenges of UN Peace Operations (2h - Tuesday)

You can use the 1 ECTS from this course either for the study module ONEVAL0029 LAW OF INTERNATIONAL ORGANIZATIONS or OTMEVAL0021 PUBLIC INTERNATIONAL LAW.

Registration for the course: in Peppi a week before the course, code ONEVAL0029 (also for students using the course for OTMEVAL0021). Evaluation scale: F/1-5
